This is only used as a really hard, glue-like icing, not edible!
2/3 cup meringue powder
4 lbs. confectioners’ sugar
1 1/3 cups warm water
2 tsp. cream of tartar
Mix meringue powder and warm water till just foamy, add other ingredients til combined, then beat for 10 minutes. (Trouble shooting tips: too thin – beat longer, doesn’t peak – add more sugar, doesn’t set up – more cream of tartar) Rarely does it not work!
